If you don't have to worry about the money then go ahead and paint! If you are planning on living there for years and its small and not so much of a hassle to paint then go for it. if you don't plan on painting, you could put wall decals on the wall, some are removable and others can be easily painted over when you leave. (try greenergrassdesign.com) you can also hang up lantarns and posters and decorate the floors with warm accent rugs. It depends on how long you are going to stay there and how big the apartment is.
